Position: Consortium Manager Lebanon

Reporting to: Country Representative (Administrative), Consortium Steering Committee (Operational)

Location: Beirut, with frequent field visits

Working Context

WeWorld has been working in Lebanon since 2006 and is currently supporting vulnerable populations through multi-sectoral emergency responses as well as water governance, livelihood, and local development interventions in Baalbek-Hermel and Akkar governorates. WeWorld interventions aim to increase the populations’ resilience, enhancing the communities’ capacity to find, within its fabric, the skills and resources necessary to grow in a self-sufficient manner. The mission counts more than 50 employees, divided into four offices (Beirut, Zahle, Ain, Kobayat). The main donors of the mission are EU, OCHA, AICS, ECHO and AFD.

Lebanon continues to face a prolonged economic and social crisis, further aggravated by the 2024 hostilities, which severely damaged agricultural land, MSMEs, local infrastructure, and basic services, particularly in South Lebanon and the Bekaa Valley. In response, the Economic Recovery Project, funded by the Agence Française de Développement (AFD), aims to support an inclusive, sustainable, and climate-resilient recovery in conflict-affected areas. Implemented by a consortium led by WeWorld, together with LRI, FJPII, IECD, and The Nawaya Network, the project is structured around three core pillars:

·Rehabilitating agricultural land, water infrastructure, and ecosystems, and promoting climate-smart, market-oriented agriculture;

·Improving employability and entrepreneurship opportunities for vulnerable populations—especially women, youth, refugees, and displacement-affected communities—through MSME support, vocational training, and business incubation;

·Strengthening municipal and national governance capacities for participatory, gender-responsive, and environmentally sensitive recovery planning and basic service delivery.

Purpose of the Role

The Consortium Manager is the central focal point for the cohesive functioning of the consortium and will play a key role in supporting the effective implementation of these objectives in South Lebanon and the Bekaa Valley, in close coordination with local authorities, national institutions, civil society actors, and affected communities. The Consortium Manager leads the Consortium Management Unit (CMU) and ensures coordinated, efficient, and compliant implementation of the project across all partner organizations.

The position ensures:

· Harmonized planning and implementation

· Strong governance and information flow

· High-quality reporting and donor compliance

· Efficient coordination between partners and external stakeholders

· Risk management and adherence to safeguards

· Consistency of approaches, methodologies, and documentation

Main Functions and Duties

Coordination& Governance

· Coordinate the Local Economic Development project activities in collaboration with all consortium partners, consolidate approaches and inputs of partner organizations, to ensure smooth implementation of the project

· Organize and facilitate the meetings of all Consortium governance bodies (Steering Committee, Project Management Unit, board of members)

· Lead and Coordinate the Consortium Management Unit ensuring strong team spirit, a participatory working environment, and effective communication

· Effectively coordinate the project teams to ensure agreement, and coherence of approaches and alignment of project activities across partners

· Ensure project activities follow a participatory approach, involving stakeholders’, listening to and addressing their concerns where possible

· Ensure that existing schemes of delegation, finance guidelines and related administrative procedures are adhered to and that finances are coordinated with the relevant budget holders

Operational Oversight of the CMU

· Provide day-to-day supervision and guidance to:

-Procurement & Compliance Specialist

-Finance & Compliance Coordinator

-MEAL coordinator

· Monitor CMU workload, priorities, and deliverables

Representation and communication

· Represent the consortium in public events and meetings with local authorities, institutions and high-level stakeholders

· Maintain regular communication with the donor and ensure consistent, accurate information flows to consortium partners

· Coordinate logistics and preparation for donor visits, high-level missions, and visibility activities, ensuring equitable partners representation

· Provide quality assurance for all communication materials and ensure prior partner involvement and donor approval when required

Reporting, MEAL& Learning

· Ensure robust Monitoring, Evaluation, Accountability and Learning (MEAL) processes are implemented across all partners

· Coordinate and quality-control the consolidation of narrative reports, ensuring accuracy, timely submission, and confidentiality of sensitive information

· Ensure proper documentation, record-keeping, and achieving consortium materials

· Lead periodic lessons-learned exercises, extract key findings, and prepare synthesis reports for internal and external stakeholders

· Identify systemic or contextual bottlenecks affecting implementation and coordinate with partner focal points to advocate with relevant authorities and institutions

The duties and responsibilities set forth above are not exhaustive and the role holder may be required to perform additional duties requested by the Line Manager.

Provide a proper handover before the end of the assignment.


Essential Requirements

Qualifications and Knowledge

· Advanced university degree or equivalent in the fields of Agro/Environmental Economics, Rural Development, Development Studies, Geography, Social or Political Science, or Business

· Knowledge of main donors’ policies and procedures

· Fluency in written and spoken English

Professional experience

· Minimum 7 years of progressively responsible experience in managing or coordinating multi-partner development or recovery projects

· Proven experience in consortium management, governance structures, donor relations, and stakeholder coordination

· Experience working with municipalities, national institutions, and civil society actors

Skills and Abilities

· Strong interpersonal skills and demonstrated ability to coordinate effectively across partner organizations

· Team leadership skills with the ability to motivate and build team spirit

· Strong problem-solving, conflict resolution, and negotiation skills

· Ability to perform under pressure and manage competing priorities

· Strategic thinking and the ability to translate concepts into actionable plans

· Strong organizational skills and attention to details

· Excellent communication skills, both written and oral

DESIRABLE REQUIREMENTS

· Fluency in written and spoken Arabic

· Relevant experience in the region

· Previous experience in managing project funded by AFD


WHAT WE OFFER

Expatriate

Type of contract: a first 6 (six) months contract subject to verification (achievement of specific objectives); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first period of collaboration

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex, hardship based on place of work, children’s contributions)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract
